CNN —US Rep. Donald Payne Jr., a New Jersey Democrat, has died, Speaker Mike Johnson announced on Wednesday. “We are saddened to be informed of the passing today of congressman Donald M. Payne, Jr.,” Johnson said in a post on X. His father, Donald Milford Payne, was the first Black congressman to represent the state and served in the seat from 1989 until his death in 2012. A bipartisan panel of lawmakers unanimously approved a controversial bill on Thursday that could lead to TikTok being blocked in the U.S. if it doesn't break with Chinese parent ByteDance. The committee voted 50-0 to advance the bill to the full House or Representatives. On the app, they were greeted with a screenshot warning them that Congress was "planning a total ban of TikTok." House Democrats Robert Garcia, D-Calif. and Jamie Raskin, D-Md, sent a letter to SpaceX demanding transparency from the defense contractor following reports of potentially illegal purchases and use of Starlink satellite internet equipment by Russia in occupied territories of Ukraine. The congressmen also announced a probe of SpaceX by the Democratic House Committee into the company's safeguards and procedures for preventing illegal exports and use of its Starlink equipment and services. The Washington Post first reported on the probe and March 6 letter to SpaceX president and chief operating officer Gwynne Shotwell. In a statement on Thursday, the congressmen wrote, "Russia's use of Starlink satellite terminals would be in contravention of U.S. export controls that prohibit Russia from acquiring and utilizing U.S.-produced technology." The new probe by House Democrats follows news on Wednesday that a man in New Jersey was arrested on charges of allegedly trafficking 675 SpaceX Starlink terminals which were purchased with stolen credit card accounts or hacked Starlink billing accounts.

House lawmakers voted unanimously in the same session Thursday to advance a second bill, one that would limit US companies’ ability to sell Americans’ personal information to foreign adversaries. -WASHINGTON — Labor unions, domestic manufacturers, business associations and other interest organizations on Wednesday announced a bipartisan coalition to target an import loophole allowing billions of un-taxed goods into the U.S."The coalition we have assembled is a testament to the mounting pressure to close the de minimis loophole," Rep. Earl Blumenauer, D-Ore., said. The ranking member of the House Ways and Means Subcommittee on Trade is working in conjunction with the new Coalition to Close the De Minimis Loophole. CBP said it processed over 1 billion de minimis shipments in FY '23, according to a report last modified on March 1. The company has been valued at over $66 billion according to a November report, while PDD reported third-quarter revenue of $9.44 billion that month. "Our industry has lost astonishingly 10 plants in five months as a result of the de minimis loophole," Glas told reporters.
